Clarity cloture fails; crypto equities hit
What happened
On Tuesday 15 September, the U.S. Senate rejected cloture on the motion to proceed to H.R. 3633 (Clarity Act). The roll call was YEAs 49, NAYs 50, Not Voting 1 — short of the 60 votes needed. Coinbase and Circle each fell about 9% on the failure. Into early Wednesday, majors stayed under pressure: BTC about $75,685 (−2.7% 24h), ETH about $2,396 (−4.6% 24h), and global crypto market cap about $2.67T (−3.3%). Fear & Greed slipped to 51 Neutral from 69 Greed the prior day. Reports also noted a brief dip near $75k with a bounce toward the mid-$76ks into Fed day.
What it means
Near-term U.S. market-structure legislation is stalled. That lands hardest on listed crypto proxies — Coinbase (COIN) and Circle (CRCL) — and keeps risk appetite muted for majors while the Fed prints. Monday’s bounce toward the high-$78ks had already faded; Tuesday’s vote and Fed-week positioning finished the soft turn into decision day.
Chart and trend facts
Majors are consolidating under this month’s highs after the failed bounce. Event risk into the Fed statement and SEPs sits on top of that structure. No fresh weekly flip prints are claimed here.
What to do
Sit in cash into the decision. Do not invent a Clarity-relief entry from overnight softness with the Fed still hours away.
